According to the Cranston Police Department photo, Emanuel Joia, 39, from Pawtucket, has been charged with theft under $1,500 and vandalism.
The police department announced on Friday that they had arrested a man who allegedly stole an American flag and vandalized City Hall on Wednesday night.
