Rhode Island State Police Log reports arrests APR 2023

RI Trooper Log’s arrests April 11 through April 20 involved DUI, vandalism, throwing objects at cars, and missed court hearings.

Here are the basics on those RI State Police arrests:

WW Stop, Warwick warrant At 10:45 a.m. April 11, troopers arrested Uriah Conn, 42, of 1626 Main St., Apt. #2 West Warwick, Rhode Island, on an Affidavit and Arrest Warrant on the charge of Shoplifting originating out of the Warwick Police department.

The arrest was the result of a motor vehicle stop on Main Street in the Town of West Warwick. The subject was transported to the Hope Valley Barracks, processed, and later transported to the Warwick Police Department.

Warrant, driving without consent At 12:30 a.m. April 16, troopers arrested George Betters, 37, of 35 Lake St., Warwick, Rhode Island for an Affidavit and Arrest Warrant on the Charge of Driving without Consent of the Owner originating out of the Pawtucket Police Department. Betters was transported to the Lincoln Woods Barracks where he was processed then turned over to the Pawtucket Police Department.

Missed court, expired license At 10:30 p.m. April 15, troopers arrested Tiawan Briggs, 45, of 3188 Post Road, Warwick for a Fourth Division District Court Bench Warrant for Failure to Appear for Arraignment on the original charge of Driving with an Expired License originating out of the Hopkinton Police Department. The arrest was the result of a motor vehicle stop on Route 95 in the Town of West Greenwich. Briggs was transported to the Hope Valley Barracks where he was processed, arraigned by the Justice of the Peace, and released.

A woman turns in self on obstruction charge At 3:50 p.m. April 15, troopers arrested Kaylee Pestana, 30, of 31 Woodstock Drive, Warwick, Rhode Island on an Affidavit Arrest Warrant for Obstructing an Officer in the Execution of Duty, originating out of State Police Headquarters.

The arrest was the result of a barracks investigation and the subject subsequently turned herself in. The subject was processed at State Police Headquarters, arraigned by a justice of the peace, and released.

DUI refused breath test At 10:55 pm April 15 troopers arrested Henry Barrera, 42, of 3560 Quaker Lane Apt. #B, North Kingstown, Rhode Island for 1.) Driving Under the Influence of Intoxicating Liquor and/or Drugs With a Child Under 13 Years Old – 1st Offense and 2.) Refusal to Submit to a Chemical Test.

This arrest was the result of a motor vehicle stop on the Airport Connector in the City of Warwick. Barrera was processed at the Wickford Barracks and held overnight pending morning arraignment as a probation violator.

DUI, refused breath test At 1:37 a.m. April 16, troopers arrested Manny Baptista, 30, of 15 Star St., Pawtucket, Rhode Island for 1.) Driving Under the Influence of Intoxicating Liquor and/or Drugs – 1st Offense BAC Unknown and 2.) Refusal to Submit to a Chemical Test.

The arrest was the result of a motor vehicle stop on Rte. 95 in Warwick. Baptista was processed at the Wickford Barracks, arraigned by a Justice of the Peace, and released into the custody of a responsible adult.

Missed court, suspended license At 9:39 a.m. April 17, troopers Corin and Adamo arrested John Cotugno, 59, of 6305 Scituate Vista Drive, Cranston, Rhode Island on an active Third Division District Court Bench Warrant for Failure to Appear for Pretrial Conference on the original charge of Driving with a Suspended/Revoked License originating out of the Cranston Police Department.

This arrest was the result of a motor vehicle stop on Route 95 in the City of Warwick. Mr. Cotugno was transported to the Wickford Barracks where he was processed and then transported to Third Division District Court.

Missed court witness testimony At 2:03 p.m. April 17, Troopers Zincone and Adamo arrested Tiffany Vega, 34, of 10 Division St., Manville, Rhode Island for an active Third Division District Court Bench Warrant for Failure to Appear for Trial as a Witness/Victim on the original charges of Domestic Simple Assault and Domestic Disorderly Conduct originating out of the Lincoln Police Department.

The arrest was the result of a motor vehicle stop on Rte. 95 in the City of Warwick. Ms. Vega was transported to the Wickford Barracks where she was processed and then transported to Third Division District Court.

Failed to appear, obstruction At 8:44 p.m. April 17, Trooper Corin arrested Wayne D. Palmer, 65, of 11 Park Place, Lovettsville, VA for an active Sixth Division District Court Bench Warrant for Failure to Appear for Trial on the original charge of Obstructing a Police Officer originating out of the Cumberland Police Department.

The arrest was the result of a motor vehicle stop on Providence Street in the Town of West Warwick. Mr. Palmer was transported to the Wickford Barracks where he was processed and then transported to the ACI – Men’s Intake Center.

Vandalism, Throwing at Cars On Tuesday, April 18, at 10 p.m., troopers arrested Brandon Richards, 21, of 71 Wells Ave., Warwick, Rhode Island, on an affidavit and arrest warrant for 1.) Vandalism/Malicious Injury to Property and 2.) Throwing Articles at Moving Vehicles originating out of the Rhode Island State Police Lincoln Woods Barracks. This arrest was the result of a barracks investigation. Richards was processed at the Lincoln Woods Barracks and held overnight pending arraignment at the Third Division District Court.

DUI At 2:51 a.m. April 21, Troopers arrested Samuel Lerma, 29, of 71 Winter St., Woonsocket Rhode Island, for 1.) Driving Under the Influence of Intoxicating Liquor- B.A.C Unknown- 1st Offense. 2.) Refusal to Submit to a Chemical Test. This arrest was the result of an E911 call for a disabled motor vehicle in the first lane on Route 95 South at Exit 29 in the City of Warwick. Mr. Lerma was transported to Kent County Hospital, where he was Misdemeanor released with a future Third Division District court date.
